We, the undersigned Europeans from all European countries, call for a common, federal (subsidiary) Europe close to its citizens, in which minorities are protected and where we all can live together in peace, freedom and prosperity. In particular, we call for:


  1. A subsidiary Europe, in which only shall be delegated to “Brussels” what is absolutely essential - also in the face of globalisation, not however what can be dealt with as well or even better by member countries;

  2. A Europe close to its citizens, who shall have the last word in all important decisions on the European level;

  3. A new European constitution (as a legal basis for this Europe), which shall be elaborated by a constitutional assembly, elected by us Europeans, and which then will be put into force by a referendum in each member country.

Frustration, Crises, Democratic Deficit in the EU:

Dear European Neighbours,

 

Europe - specifically the EU - has been for several years in a more or less acute crisis, characterized by new concepts such as Brexit, Grexit, Troika, euro bailout funds, and by a permanent crisis management, marathon session and political fire drills; all this without the ever more frustrated citizens having the possibility to say something. As a result, the criticism on "Brussels" and the number of EU opponents have been growing.


Dear Europeans: So far, your opinion about Europe has scarcely ever been asked for at the European level. And if - on rare occasions – you have been allowed to vote in a national referendum, your decision was not always accepted or even ignored and abused, for example in 2005, when the French and Dutch citizens rejected the new EU constitution, which was then essentially simply rebaptized and nevertheless set into force as the Lisbon Treaty; or this year, when the Greek citizens rejected the European austerity measures, which then have even been reinforced.


Should Europe and the EU go on like this in the future? Are you at all interested in the future of our continent and would you as responsible, emancipated, trustworthy citizens like to express your opinion?  "Our New Europe" gives you this opportunity.

"Our New Europe": An Internet Referendum on Europe all over Europe 

 

"Our New Europe" invites all Europeans to participate in a fundamental debate on the future of our continent and to vote, almost like in a real plebiscite, on the following three basic questions (list of countries see annex 2):

 

(1)  Where do you want your new Europe to go to: Toward more or toward less power in "Brussels", more political integration or more variety of member countries? A Union with ever more member states, including your own country or without it? Toward an expansion, a reduction or a transformation of the EU? You may choose among the three most frequently discussed scenarios of Europe's future (section 2): 
  • EU+ reinforced: "Brussels" (i.e., the vast majority of the EU elites, politicians and its administration) continues to strive for an ever closer, more centralized, politically integrated and bigger Union; finally, for a global power, the United States of Europe -  as so far presumably without asking its citizens to decide in EU wide referenda. Even national referenda on Europe have if possible to be avoided, inappropriate results to be ignored or corrected. Additional powers are thus transferred from the member countries to "Brussels", to begin with to form a common economic and financial government for the Euro zone (including common taxes and transfer payments). A way back from the EU+ does not exist (Section 2.1).

  • EU- reduced: EU opponents (e.g. the United Kingdom Independence Party, UKIP) do not believe that the EU can really be reformed. They want their country to withdraw from the Union (maintaining however trade relations; respectively not to join the EU, if it is not yet a member), so that it can recover the right to decide its own laws (e.g. on immigration) and sign international agreements (section 2.2).

  • EU* transformed into a Europe at variable geometry. According to EU critics and sceptics, e.g. the British Prime Minister Cameron, the EU shall become more flexible, more decentralized and more democratic. Each country can decide in a popular referendum on its adherence to a politically integrated core EU, to the European Common Market / Economic Space (without Euro), or to a large European Free Trade Zone, open to all European countries between Reykjavik and Vladivostok; section 2.3).

(2)  Who should have the final say in your new Europe: the politicians as up to now, or you, the citizens? Whom do you trust? What should be the role of Brussels, of member states, of politicians and of you citizens? Do you want to have the possibility, in your future Europe, to decide on important political issues yourself (e.g. regarding the transfer of powers from member countries to "Brussels",  the Euro, immigration or the membership of new countries), or do you consciously want to waive this option and leave it to the politicians elected by you? What kind of democracy do you want for your Europe: the EU's, a parliamentary or a more direct democracy (annex 3)?

(3)  How shall your new Europe be created, starting with the existing EU? A new constitution will be necessary both to continue the EU’s political integration and for a decentralization of power. How should this constitution be elaborated and set into force: according to the existing rules of the EU, or according to the principles of direct democracy, i.e. with or without your, the citizens’, involvement?

In addition to answering these fundamental institutional questions on the future of Europe, you are invited to give your opinion on Europe's three decisive issues (section 3), that have largely dominated the political agenda in the past few years, i.e the policies of the EU in the following areas :

If you are interested in Europe's future, you ought to participate at this Internet referendum - whatever kind of Europe you want. Participation is, in fact, very simple. It will take you only a few minutes:

  • If you are ready to vote, please complete the ballot paper / questionnaire and then send it off (Sections 5). If you have made up your mind, this will take you around 5 minutes only (15-20 minutes, if you also want to study the scenarios or the voters' guide with the voting strategy for your country).

  • If you want to know more on the basic visions for Europe's future, please consult the scenarios (section 2).

  • If you do not know yet how to vote, please consult the voter's guide (section 4). You will find there for each European country - including some political "hot spots",  e.g. Greece, Great Britain, Ukraine and Russia -  the three most important strategies for voting as well as the corresponding duly completed model ballot sheet.  

  • If you would like to commit yourself publicly for your Europe you may sign - with one click - the petition to your politicians “for a common Europe, close to its citizens” (section 5).

To multiply your vote you are invited to campaign for your Europe on www.our-new-europe.eu. Please trigger an avalanche of votes (section 6):

  • Motivate your friends and acquaintances to vote, too, and to invite in turn their own friends to participate as well, and so on (creating a snowball effect, using e-mails and the social media). 

  • Ask organizations, your networks, discussion fora, media etc., accessible to you, to propagate www.our-new-europe.eu as widely as possible throughout Europe.

If you use your social media as well as your electronic addresses for your e-mails and the model e-mails in section 6, you can conclude this campaign in a few minutes!

Dear European neighbours!
 
I am firmly persuaded that we need an effective and efficient international cooperation in Europe and throughout the world that is beneficial for all countries and peoples. I therefore am a sympathetic-critical supporter of the EU; a citizen (retired) of a neutral non-EU country that is situated in the centre of Europe – with 8.1 million inhabitants of different cultures (almost 24% foreigners), 26 sovereign cantons, and four official national languages. In this country, we have been living together peacefully, since 1848, thanks, in particular, to federalism (subsidiarity) and a (semi-) direct democracy - and also in increasing prosperity, thanks to innovation, personal initiative and openness to the world. I attach great importance to an equally free, democratic, peaceful, prosperous and strong common Europe, open to just such a common world. 
 
It is the objective of "Our New Europe" (annex 1) to know the opinion of you and of all Europeans regarding the following three questions: 

  1. Are you interested in the future of Europe? The turnout will give a hint.
  2. What kind of Europe do you want? (Questionnaire section 5, results of the referendum section 7).
  3. Are you ready to get involved with this Europe? (Petition, section 5, campaign for www.our-new-europe.eu, section 6). 

"Our New Europe" is a direct-democratic test on democracy in Europe. This test can only be successful and achieve a high turnout in many European countries if you, the citizens, take a decisive and active part in large numbers. I would therefore be delighted if you decided not only to vote personally but also to engage yourself actively in the electronic voting campaign: Please motivate your friends, networks, media, etc. to participate! You thus can multiply  the effect of your vote!

If each of you can convince just two friends to vote as well, the number of ballots and the turnout will increase so much that your voice will be heard and politicians will respond.

Good Morning / Dear …

I recently voted at the Internet referendum www.our-new-europe.eu and very much would like to invite you to participate as well at this test which might be important for democracy in Europe. In fact, "Our New Europe" (for the first time) queries all Europeans in 51 countries: What kind of Europe do they want? Are they prepared to do something for their Europe?

 

So far, the response to this survey has been weak, probably because hardly anyone knew about it. This could change, however, if you vote, too, and especially if you forward this e-mail to your friends and acquaintances as well, so that they also participate and disseminate the e-mail, and so on, triggering a snowball effect. If you want to achieve this impact using your social networks, please ask your friends to vote and to forward the link as well.

 

The more citizens throughout Europe participate, the more likely it will be that our voice will be heard, that politicians will respond and that a way opens toward a more democratic, prosperous common Europe.
